Becoming an Ontario outfitter

I will set this up, then follow with a question....

I have moose hunted in Ontario a few times. I have had to go though an outfitter to obtain the proper tag/licence to hunt. I have not hired him to do any guiding, just "outfitting" only.

Durring my "do it yourself" trips, I have become good friends with a lifelong Ontario resident, who has hunted moose the better part of his 70 some years. This gentleman knows his Canadian law seemingly well, with the exception of this part;

  He says he thinks could register the proper paperwork with MNR to be an "outfitter" and simpley obtain some moose tags. By the way, we are speaking of 1C where there is no draw.

So, how 'bout it? Can it be that simple?

I'm no expert, so I may be way offhere, but NO Its not that simple. I Know a bear outfitter there. he can not get tags from the govt. unless another outfitter that is already getting tags, sells him his. I guess the way it works is that outfitters who get tags, continue to get tags untill they sell their tag option to another oufitter. The MNR willnot issue tags to new outfitters .Kinda like Packers season tickets.This could be the case just in the part of Ontario where my friend has his bear camp though.
