Do you think it would be safe. I know that NEF/H&R say no, but what do you think???

I would not. The 7.62x39 generates substantially more case head thrust than the .223 which is the highest pressure cartridge for which the earlier actions were barrelled.

Learn from this.

If the manufacturer of a gun tell you NOT to shoot a particular cartridge through it, they are protecting YOU as much as themselves.

Better off getting an SB-2 gun and going from there.  If money is an issue, just save and make it that much more enjoyable when you get it, knowing you won't be wondering if it is going to come apart on you.

It would not be a good idea, but, it can be done. It will not blow up (I'm not just saying that, I've got a relative that does it all the time with 30.06 and 270 ect.) what will happen is the frame will start to flex down, eventually becoming useless (I can almost fit a penny in my uncles..) So, just save for awhile and get the rifle(like the 308 survivor)! at Wal-mart they only cost $187.00, $214.00 after tax.
