Do a trigger job on it, get it down around 2lbs. Raynor's trigger hone info can be found in a sticky in the Misc H&R talk forum and Perklo's link is in the NEF/H&R Centerfire forum FAQ.
Try an O ring on the forend stud, info in FAQ.
Place the front rest under the hinge just ahead of the trigger guard.
When you squeeze the trigger, pull it all the way to the rear, the transfer bar requires follow thru with the trigger pull to get consistent impact on the firing pin.
Try all the ammo available, one will usually shine above the rest.

These tips should get you 1" or smaller groups at 100yds with the right ammo.
