ISS lock?

I have a new CDL in 300 Win. Mag and it does not have the ISS (j lock) on it, any thoughts on this?

What is the ISS(j-lock)? Do the BDL`s have that? I use to own one of those, but really like the looks of the CDL better. Jack.
