I just ordered a H&R .223 fluted ultra varmint rifle, and I have yet to decide on the glass for it.  I will be shooting ground hogs, foxes, etc. at ranges from about 40-200 yards.  I definitely want to keep the cost of the scope below $150, since I'm a poor college student.  I've found a bushnell 4-12x40 for about $70 and a Simmons Whitetail Classic 6.5-20x50 for $100.  I don't really have a preference for fixed vs variable power--I just want a good quality scope that isn't going to lose zero on me like some $25 scopes in the past.  I'm sure the two scopes I've listed aren't great quality--I really need some opinions.

I've read that for a scope you want:  1) quality lenses and 2) a lifetime warranty.  What can y'all suggest?

There is no way you need a 6.5-20 for 200 yard shooting. In my opinion, the best way for you to get into a lifetime warranty is the Leupold 2-7x33 VX-1 ($179.99 from Midsouth shooters supply). It's a little over your $150 budget, but well worth the extra stretch. I have found that is never a good idea to trade magnification for quality manufacturing.

I definitely can't afford a leupold, but i wish i could.

I found a swift 4-12x40 for $125, seems like a good deal.  I've heard from many that their quality is on par with leupold, but that their FOV is often smaller.

I also found a simmons 6.5-20x44 in the 44 mag model for just under $100, and i've read it's supposed to be a better quality line than the whitetail classic.  I'm sure you're right about too much magnification--I do plan on making the occasional 350 yard shot, but most shots will be well under that range.

I'm leaning towards the swift right now, but i'm just not sure...

The Swift 676 is a good choice, I have one now and have had one in the past, they are excellent scopes for the money. I'd still have that one if the silver color wasn't so gaudy, but the matte and gloss are great.
