question on mounting a scope

I'm using a two piece leupold base for my scope.  It's the Rem 700 (weaver style.)  The aft piece is taller than the for peice and consequently the scope seems to slope forward.  Is this normal?

The packaging for the bases says that they're made for my rifle  (Howa 1500)  but I'm just wondering if it's normal for a scope to slope down sligthly toward the front.

My best recollection is that the correct bases for the M700 and Howa/Whby. made by Howa are #35 and #36. #35 is front and #36 is rear. If that's what you have they are correct and should cause the scope to set level.

The scope should be lever and parallel to the barrel.  :D
