44 mag expander ball

How much does the expander ball size on the sizing die effect the accurracy of the 44 mag. I know they say it does alot on 45colt. The reason I am asking is my brother has a smith 29 classic 8 inch barrel that  won't shoot reloads looks like shot gun patern. He has tried every thing from 200grn to 260grn bullets. the best it will do is 210 grn bullets into 3 inches at 25 yards from a rest. Do you think he should try a differnt set of dies?

He may try just re-sizing enough of the case to the point of where the bullet seats. I have found that this helps a bunch in the .45 Colt if there is any slop in the chambers.
