If ya want to volunteer, you could go out and carry one concealed, get arrested, and see if the NRA will cover your defense, then carefully appeal to the W. Supreme Court. You would likely win, unless you were in a setting which the Supreme Court could say that the public safety outweighed the private right to conceal a weapon. For example, don't get busted carrying concealed in the woods because the judges would likely say that you could just as easily open-carry. Nor would you want to carry concealed at a public assembly of some sort because the broad police powers may outweigh your private right.
On the other hand, if you were busted carrying concealed while walking down a city street (esp. a city that has an ordinance against open carry) I would guess that you'd win the case.
But I figure it ain't worth the trouble. Besides there's probably numerous people carrying concealed on the streets of Milwaukee right now, it's just a matter of time before they're charged and the case brought before the S. Court.
