Ok here is what I have read :
If you are having trouble with getting your lead conicals to group try cutting the obturate cup off of a 28ga shotshell wad and seat it under the bullet. This will keep the powder/gasses from distorting the base of the bullet and give it better accuracy.
I would guess that this is for a near max load that you did not want to reduce...
Well I guess that makes sense if you are having a problem with accuracy but why couldn't you just reduce the charge somewhat until accuracy improves? also a 28ga is .550 bore diameter but I do not know the diameter of the base of a shot cup. Does anyone have one that they could measure? Is this also the reason for using a felt/wool wad treated in bore butter? Could we use 28 ga shotshell wad as a sabot for a round ball?
Has anyone heard of or tried this solution?

I have heard of using a 28 gauge wad in a 58 caliber rifled musket to make a shotload. My guess is they were referring to a 58 caliber.

N0, 28 gauge wad bases work perfectly in a 50cal. I tried them to accurize high charge 777 loads. Worked fine, just didn't help my group size.

Must not have been bullet base upset that was causing the inaccuracy.
For 58 a 20ga wad is close.
