The honest answer to that is probably. I have onwed 2 handi's (still have one) and I own a Stevens 200. My 243 handi was a bit of a problem child though once I figured out what the problem was it did settle down to 1.25 - 1.5 @ 100 for three shots. But there was probably more in it, The trigger was really heavy (a normal compaint, but new manufature is better and generally tolerable the differnce between my 243 and 204 was significant) and I had no real load development procedure.
I sold if off and used the money to finance a Stevens 200 in 270 (mostly because I did not like 243 but thats another thread). At this point with the Stevens I have tried 1 brand of factory and it is doing about the same as th 243 1.25 - 1.5. I'll probably reload for it but I am having trouble getting the motivation It's good enough for the application I bought it for the buck I got with it was dead enough.
Now the 204 was a different animal right from the start, sub moa with factory and 3 different bullets, so far my best group was .39, I am loving it.
