$17.95!!OMG!
I know why! HAZ-mat fees!
But it still hurts!
& the locals have a law about possesion of more than 1 pound!
So if I buy powder for my cannon AND my flintlock, I have committed a felony!.
Well they don't call it the peoples republic for nothing!

Actually the law in the Ca SSR says you can possess up to 5 lbs of black powder but you can't transport more than 1 lb in a vehicle.  Still an onerous limitation.  Don't know exactly where you are but you might buy your powder from Angeles Shooting Ranges.  Their price was about $5 less than that last time I looked.

This is a Vista city ordinance apparantly pushed through by the Fire dept.
I'm A long way from Angeles Firing range, but I grew up in those hills in the 50's (My granfather owned a whole bunch of acres up there ("Mostly vertical" his line) and he taught me the skills that brought me back from Vietnam there)

Jeeper,
I shoot little, tiny cannons now, 10 pounds would out last me! (and as the city says it is a "serious felony" to have more than one pound.) the range "inside" is VERY limited! (they might let me build miniature catapults though)
