Elk belly, very loose hair/anybody seen this?

I got my Elk in Oregon this past Sunday.  Right along the cut line on the belly the skin was very powdery and white and the hair there fell out easily when I was cutting.  It was not like this anywhere else on the Elk....just in front of the wee-wee.  Is this something from rutting?  I have never seen this on any other Elk.  Just thought I would ask if anyone has had experience with this.

Robert, check ODFWs website, I saw something today (and I could have mis-read it so if I did sorry) that said they wanted hunters to check their animals with ODFW looking for hair-loss and chronic wasting disease. Again, I may have mis-read it, but I'm sure if you go to their website under "NEWS" you'll see something about checking animals. Maybe its only for certain parts of the State or something, but I'd sure look into it!
