I coach a high school air rifle/pistol team. There was an accident at a high school program in another state last year which resulted in a death. This was the first death ever recorded in 108 years of organized high school shooting programs. All the ROTC programs had to shut down and go through madatory safety procedures. Most of the military ROTC units have since dropped their .22 rifle programs and do only 3P air rifle.The bottom line is that they (being the CMP/NRA ) have put an added emphasis on the "YOU" in safety and this is what I stress to the kids, that they are the most important factor in the sense they have to be aware every second on the range of how to hadle a gun safely whether they are actually shooting or not. If they see something unsafe, then they can act as an ERO (emergency range officer) and correct the situation. I have seen too many unsafe situation and usually it is adults who don't either know the basic rules or have developed some bad habits and no one ever checks them on it.
