it's possible the the fuel enrichment plunger is sticking in the carb.water has a way  of getting past the rubber boot and into  the hole the plunger works in. take it out of the carb and inspect for white aluminum oxidation , rust from the return spring or dirt.. clean this area good , oil the plunger and see if it works free. as a last resort , remove the o ring on the plunger.

Hubbard's probably right.  Friend of mine had the same trouble a while back with his Kodiak(same carb set up).  I pulled the plunger out and cleaned up the corosion from the port and the rust from the spring.  I then gave everything a very very light coat of dielectric silicone which resists both rust and corosion.  Worked like a champ ever since.  Guys that have had this problem suggest you clean this thing out at least once a year or more if you use them like we do.
