Hello
The 19-3 refers to  first the 19 is the model #,  the 3 refers to the third modification    I just cleaned a 19-3 for a friend, this gun is so pristine, it has a barely visible ring around the cylinder 99% blueing intact, nearly flawless finish.but this one unfortunately wears Uncle Mikes plastic grips instead of some nice wood grips or even Pachmayrs but to each his own.. :)

I believe the #3 refers to a non-recessed cylinder and a barrel that is not pinned into the frame.  Mikey.

The 19-3 that I cleaned had both a pinned barrel and recessed chambers.,,I have reference material somewhere that gives each revision..since I collect only Rugers, I never kept up with it
