1895g 45-70 problem

I have a problem with my 1895g shooting almost 4 ft low @ 100yrds.  That is with a scope that is centered.  Now it is hard to find a scope that can make that much correction.  I know you can shim it.  I have just never seen a rifle so far off.  Is this common?  I know it is not a scope, ring or base issue.  It is a rifle problem.  Anyone seen this before.
