New NEF-- Thin Bluing and Surface Rust

I've had my .280 Handi for a couple of weeks now.  Great shooting gun, no problems.

 Except-

 When I wiped it down right out of the box, the rag turned orange.  No big deal, just hit the barrel lightly with 4/0 steel wool and doused it down well with break Free.  I've done this about 10 times now since I noticed even more dull surface rust when hunting in bright sunlight.  Last night I did the steel wool routine again, this time with WD40, and the rag is still orange when I'm done.  This is only on the barrel, not the receiver.

 I've not seen this with my .30-30 or .45-70 Handis, or with my son's 20 ga Pardner.

 Is this something NEF will take care of under warranty, or am I stuck with this problem?

  This rifle shoots sub-MOA with factory ammo (haven't had time to work up loads yet), and I don't want to send this barrel in and get a different one back.
