Key hole

As seen in a previous post. I also have a .243 and I think I am seeing a key hole. The load was 100 grain boattail with 41 grains IMR 4350. Can this be caused by not enough charge for the bullet/powder combonation? They are seated out to the max and still a good way off the lands. Thanks in advance,   TVC15
