Try 12 to 13 grains of Hodgdon Lil Gun with the 45 gr bullet of your choice.

You don't say for which rifle.  There are differences in the rifles available (strength of action and rate of rifling twist) that will effect the choice.  However, the "classic" Hornet load is 11.5 gr of IMR or H4227 with a 40 or 45 gr bullet.  The Sierra 40 or 45 gr Hornet bullet (the .224 works fine in all bores) should serve you well.  Using a small pistol primer (yes, that's correct, a small pistol primer) the velocities will be around 2650 fps.  The Sierra will give the type of terminal performance you're looking for plus this is usually a very accurate Hornet load.

If that doesn't give you what you want try working up to 12.5 gr of H110 with the Hornady 45 gr Hornet bullet.  It has shot quite well in several 22/77s that I have shot.  At 2950 fps it is very deadly on coyotes with minimal pelt damage.

Have ran tests using most all SR and SP primers chronographing the loads.  While SR primers usually give slightly higher average velocities the SP primers are the most consistant with more uniform extreme spread and standard deviation.  Have found not much difference in groups at 100 yards but groups with SR primers begin to string vertically at 200 yards.   I almost exclusively use WSP primers becuase I have them in quanity and they wok as well as any.  The Fed SP primers work well also.

Interesting you mention those.  In my tests I found the "regular" SR primers, especially the Rem 6 1/2s, to perform almost as well and in some cases as good as some of the SP primers.  The hotter "magnum" type made for igniting ball powders in the .223 like the REM 7 1/2 were the worst performers.

Worth a try.  I haven't used 4198 or bullets lighter than 45 gr for a long time.  I mostly use 7 1/2s with H335, AA2460, BLC2 and AA2230.  Way back when,  I used 6 1/2s and CCI BRs with H4198 and 52/53 match bullets for outstanding accuracy.
