inconsistant velocities are driving me crazy

I  am trying to work up a load for my hornet, and I get a velocity spread of 130 to 150 fps. My accuracy is fair my groups are 1-2" I am looking for that .75" group which I doubt I'll find with the velocity spreads. Here's what I am doing. New factory Winchester brass, which I knock the primer burr off of. I size it and prime with Federal Match Primers. I weigh every powder charge. I have seated bullets at various lengths. I use Hornady .224 hornet bullets. I am using Chrony chronographs. I have tried various powders. I have also tried many other bullets with same results.

I have tired 4198, H110, Lil Gun, I have used Magnum small pistol primers the gun is a Rugger 77. I FL size but I am waiting for some neck dies I ordered.

Try this...

50g Sierra SMP bullets
IMR-4227
CCI BR-4 primers

Make sure to prep your brass with great care. Take the time to trim, and make sure the brass is very uniform.

The Ruger Hornets can be plenty accurate, but I've found that they usually prefer heavier bullets.

I like WSR primers and cannot use bullets heavier than 50 gr in mine.  Best groups are with 45-46 grain bullets.

hornets arent usually tack drivers but ill second the recomendation for 4227 ive found nothing better in the hornet
