I don't use torque values.. If the bedding is correct they should have no value. The action and bottom metal should stop at the same point each time and torque values would simply be bolt stretch and bedding compression. Insert all bolts and tighten the front screw first. It should be very tight. Use a correctly fitting screw driver(parallel sided) and tighten it.. The rear screw is set next. It needs to be fairly snug but just tight(not very tight). It simply holds and stabilizes the rear of the action. The middle screw(if extant) is there simply to hold the front of the trigger guard but if over tightened can sometimes pulled the center of the action down as it is often not well supported at that point. The center screw can be just tight enough to prevent movement  of the trigger guard and unlatching of the floorplate.. I have replaced these with screws that or bolted to the web of wood seperating the trigger inletting from the magazine cut out. This eliminate screwing into the action at all and makes the problem non-existant..  Very tight front, just tight rear and just barely tight for the middle..

thanks,That answers some thoughts.and I guess every rifle is differnt to a point.I have always heard to do the front 1st...then the rear and have had several good smiths tell me 65 in pounds on both.which I have been doing..but as you have stated..strech comes in to play with those smaller screws and bolts.
