I bought a torque driver at a hardware store for about $150 (Australian). I bought it so I could repeat the same torque every time I removed the stock, in order to minimise change in point of impact. I've seen them advertised at Brownell's for about $100 (I think).
As for the correct torque, I found the following info on the Remington website:

For the Model 700 VS and Sendero, the maximum torque settings should be no more than 45 in/lbs for each screw. On the Model 700 BDL and ADL synthetic and wood stocks, the guard screws should be tightened to a hand tight fit or no more than 35" lbs.
35" pounds is well below what I've read others suggesting (and, for the record, below what I consider "hand tight"). Maybe it depends on how often you remove the stock and how often you are inclined to check the torque - I guess lighter torques are more likely to change with time. But then maybe higher torques are more likely to deform the factory "bedding".
BTW I have a synthetic ADL and have been very pleased with it. Best thing I did was tune up the trigger. Eventually replaced factory with Timney but initial tune up was biggest improvement.
