What's the bore size?

9 inch bore use Cannon.

I would use cannon grade in anything over 1.5" in chamber diameter if chambered or 1.5" bore diameter if not chambered.

Fg  down to .62", FFg down to .45" and FFFg below that, although I have been know to use FFFFg in chambered golf ball mortars.

If this is a 9" long barrel and it is truly a 1/6 scale cannon then  it should have a .50 Caliber bore. Am I correct?  My 1/3 scale is a 1" bore.

If this is all correct I would use 2f and basically load it exactly like I would my Pedrosoli Queen Anne Pistol. It to is a 9" long X .50 caliber....,and if that load seems a bit light., at least nobody got hurt.

I would use Goex., however I have been known to use whatever I can in a cannon.,since it can be slow matched., and my Flintlocks cannot be.,and MUST have Goex.,therefore I tend to save the Goex for them.,I have even been know to use a synthetic in the pistols as well ., I would use a few grains of Goex down the barrel.,  chase that with Pyrodex., and a few grains Goex in the Flash-Pan. This way I could conserve on the "Damn near impossable to get Goex in the state of Washington.

Just load light and you can work up from there.

If the bore is one inch or more use Cannon grade.

I know finding black powder can be hard, but you have to think out side the box.

First you can mail order it in and have it shipped to to you.  Most of these folks will do that.

Find a Muzzleloading gun club in you area.  I went to www.Google.com and typed in muzzleloading rifle clubs washington state and this is what I found.  http://www.wamuzzleloaders.org/index.htm  Contact them and find a club in your area and join.  The Clubs ususally buy powder in a lot and have it trucked in.  Club members get it at a discount price usually.

You might also find others who share your interest and make new friends who you will introduce to 0ur board.

I also think we have some one else here on the board who is an Evergreen Cannoneer they might be able to enlighten you.

Tropico, I live on the Olympic peninsula and get my BP from Powder Inc. Takes about 5 days and costs about 3/4th's retail cost.
I may not be completely sane, but at least I don't think I have the power to influence the weather.

Note that pressure goes up very fast every time you go to a finer grade.

Experience is a good teacher, except when it comes to the experience of a cannon exploding - then, if you live, it's a VERY good teacher.

Take the safer approach, start slow and work up.  Again, finding a number of folks that have used exactly what you have successfully for a number of years is a good starting place.  Anyone can overload a cannon for a number of rounds and get away with it for a "number" of rounds.

I often will use FFFg in mortars (not cannon) - BUT most of mine are TREMENDOUSLY over built and most often are of 4140.
