Allmost no chance at all. As Greybeard mentioned, the set-up & tooling charge would be quite high.
And look at the market. Marlin satisfies the needs of most people, whether for Cowboy or hunting & some of them shoot very well, especially for the ranges that are practical for the available rounds.
If you want a Levergun for more modern/faster rounds, the Browning is hard to beat.
Now, look at Remington. They have had a good pump rifle for years & yet
they do not offer it in a Short Action. The market for this is bigger than the small market share they might get from Marlin or Browning with the Lever guns. You have all of those 308 based rounds that would be great with a short action. I will not buy one now because I will not buy a long action pump that fires a short action round. The set-up & tooling cost would be less than to do a lever gun & they are the only game in town with a pump. Is there a market. Yes, if advertized properly. Short Action with about a 20" barrel, oh yea!!! Will they do it? I don't think so.
