Hazardous Material Charge

I have a heck of a time finding local sources for some of the powders you guy's often recommend  (i.e. APP, Black Mag etc.).
However, even if I was willing to pay the shipping charge for a small quantity of of these powders from various on-line sources, the Haz. Mat. fee croaks me.
Any suggestions?
Also, is the Haz. Mat. fee the same regardless of the quantity you buy?

Hazardous Materials
Q: What is your hazardous material fee?

A: A hazardous materials fee (haz mat fee) of $20 is charged to any ground order containing powder, primers, fuse or gun cleaning liquids over 1 quart. This fee is per package with a max gross weight of 70 lbs/package. Smokeless powder and primers can be combined (up to 50 lbs) under 1 haz mat fee. Black powder requires a separate fee and cannot be combined with any other hazardous materials.
If  you're going to make a hole, make it a big one.

So if the order is not "over 1 quart" is there supposed to be a haz mat fee?
Also what difference does it make if it's 777 or not, I don't get it?

Triple 7 is readily available without having to buy it online and have it shipped.

It is for "gun cleaning liquids" over 1 quart.  :D

Thanks Redhawk, i just spent about 1/2 hour trying to find the rule exception.  I did find a phone number for the UPS HazMat Center for shipping questions.  If you have any doubts i'm sure they can clear it.   1-800-554-9964
