The following from .223 Rem instructions (I assume they'd be the same):
It does make a difference whether the press will toggle or snap over center at full stroke.
If it has a stop to prevent over travel (Lee is supposed to):
1. Screw die in until it contacts shell holder and then one turn more.
2. Run a case into the die. You will feel the primer being extracted and then the lever will come to a stop.
3. Apply at least 25# pressure to size the neck.
4. For extra bullet grip, turn the die in an additional 1/4 turn.
If it does NOT have an overtravel stop, then in Step 1, turn the die in TWO full turns and proceed as above.
Supposedly, greater accuracy can be had by rotating the case 1/2 turn and running it into the die again.
If the above does not provide sufficient bullet pull, you can:
1. anneal case necks
2. polish the mandrel down by (not more than) .001"
3. order a custom mandrel from Lee (actually, this may not be an option in this case, but you could try)
