Can the addition of "loose cotton wad" or other "ballistically inert" material be introduced in rifle and pistol cases to keep the powder nearer the primer in large capacity cases?

The idea was fostered by this link: http://www.reloadammo.com/rel-sped.htm

Would a "wad" be effective in hunting rifle cases [30-30; 270; 30-06; 338; etc.]?

Yes, I believe kapok is often used.  But I have also heard of grits and such being used.  I think it is recommended when making up reduced loads for large cartridges.  
I would remark that this is not something to enter lightly.  Get a good foundation knowledge of the process before starting.

The use of "fillers" can cause the internal pressures to rise sharply.  Tread carefully in this area.

I did this alot in 45-70 with great results.  HOWEVER, I tried it recently in a 50-70 Contender with a 6-1/2" barrel, and got some very spooky/weird results.  as in 2 or 3 booms/normal muzzle flash to basically a stun grenade in your face and a bullet in the dirt 30 feet out.  I went and read a little more on the filler subject, and now I will be a little more cautious as to their use.  Like I said, they work great in some applications, and not so in others,  Figuring out which it will be is the hard part.  If in doubt, find someone that has done it consistantly for years to get your info from, not someone who fired 10 rounds without a problem.  By the way I will now be taking my own advice.  As a side note I just had a good conversation with a tech at Hodgden, about their new Trailboss powder in large cases.  I haven't tried it yet, (my order hasn't come in yet), but it sounds great for filling up large cases in light loads.  It is fast and clean burning, and so fluffy that a 1 pound can only holds 9 ounces!  I'll let you know how it works.

Land owner, I didn't see the part about this question being for bottleneck cases like th '06.  I think most of my post still apples, but the bit about the Trailboss powder probably doesn't, unless you are really looking for light/plinking loads.  Hope I didn't add any confusion.  I'll try to read more thoroughly before I open my mouth next time!
