IMR 4895 or 4350 and bullet setting question

For the first time I am loading up some 7mm-08 loads with Nosler 140gr Ballistic Tips for my 15" Encore.  Should I start with the faster burning IMR 4895 or the slower burning IMR 4350?

Also should I start with setting the bullet more towards the lands or load it to factory specifications?

I would say the 4350 would be your best bet and I strongly recommend that you begin with the factory seating depth. After you work your load up you can play with bullet seating depth but you may find you don't have to to get an accurate load.
