Mounting scope base

Do you glue your scope base down when mounting it on a bull barrel?  I have a .223 that is driving me nuts.  Will shoot fine one day and somewhere else the next.  Took the scope off today but couldn't tell that the base was loose.  Will shoot nice groups one day and cant keep it on paper the next.  HELP!

I'd try another scope or ring mounts, scope first tho. There's base mounting help in the FAQ and Help sticky.
