What help are you asking for?

IMO you face an uphill pull. I think that you'll find that High Power Silhouette is more demanding than XTC. (There are no 9's in silhouette and X's don't matter. A scratch 10 gets you a target but anything else gets you 0's!)
We just closed down the silhouette matches at Ft Wolters, TX due to lack of attendance. There were many factors: No overhead cover is HARD to handle here in the 6(?) months of summer and standing on a berm firing line subjects you to all the 'shooter wind' that you can enjoy -- and there's ALWAYS wind in TX! Even dedicated silhouette guys stopped coming out to face those problems. But most of the trouble came simply from the difficulty of the sport.
We tried to get the XTC guys to come out and that flopped. The ones who did come out shot lower scores than they expected and they never returned. We had a lot of good people give it a try or two and then turn away. (We also had a few of the guys who came around planning to show those 'plinkers on the silhouette range' how it was done. They showed up ONCE!) lol
We tried to get hunters to come out and that flopped. All those "400 yard running deer are cinch shots!" types disliked it intensely when they couldn't seem to knock over 200m chickens. We let them shoot off the sighting benches to get zeroed and they missed from there!
If I were you, I'd try to start a Cowboy Lever program. Equipment is cheaper, targets are -- relatively -- larger and scores are higher. Once you get interest, you might be able to draw from that pool and get some people to come over to the hard stuff!
