Made in Russia. Other than that, it looks like a decent rifle

Isn't it a modernization of the old Russian TOZ target rifle.
As I understand it, many of Winchesters other offerings are Made in Japan
now too,

I've used it for years and always had good luck with it.  I don't think I ever owned a rifle where it was the best shooting ammo, but it was alway middling in accuracy.  When there was a difference of several dollars for another 1/8" accuracy, the hunter in me said that I could take a few more steps toward the target or wait for it to get closer for free.

I believ they were talking about the new bolt action .22 rifle offered by winchester...
